Issuance of residence cards for European Union citizens and their family members<\/span><\/h1>\n<\/div>\n<\/div>\n<\/div>\n

Right of residence <\/strong>\u2013 the right of a citizen of the European Union and his\/her family members to establish his\/her domicile or temporary residence on the territory of the Republic of Moldova.<\/span><\/p>\n

<\/p>\n

Residence card<\/strong> \u2013 an identity document that proves the identity and legal status of its holder, attests to the legality of the stay of the citizen of the European Union and his\/her family members on the territory of the Republic of Moldova.<\/span><\/p>\n

<\/p>\n

The stay of citizens of the European Union<\/strong> and their family members on the territory of the Republic of Moldova is allowed: for a period of up to 90 calendar days, for a period of more than 90 calendar days, for a permanent period.<\/span><\/p>\n

<\/p>\n

Citizens of the European Union<\/strong> who intend to stay on the territory of the Republic of Moldova for a period of more than 90 calendar days are obliged to request the issuance of a residence card.<\/span><\/p>\n

<\/p>\n

The residence card is issued by the General Inspectorate for Migration and grants the right to free movement throughout the territory of the Republic of Moldova.<\/span><\/p>\n<\/div>\n<\/div>\n<\/div>\n

The foreigner requesting the issuance of the residence card <\/strong>personally submits an application-questionnaire accompanied by the related documents in original and copy, to the territorial subdivisions of the IGM within the radius of which the applicant has his\/her domicile\/residence, respectively the headquarters\/office in the case of legal entities<\/p>\n

Step <\/strong>3<\/strong><\/p>\n

The GUDS official examines the application-questionnaire and the attached documents,<\/strong> submitted by the applicant, in order to assess the completeness, correctness and compliance of the file with the legal requirements.<\/span><\/p>\n

<\/p>\n

If the file is complete and meets the legal requirements,<\/strong> the GUDS official issues the applicant with a self-declaration on the absence of a criminal record, in the established form on which the applicant\u2019s handwritten signature is applied.<\/span><\/p>\n

<\/p>\n

If the file is incomplete and does not meet the legal requirements,<\/strong> the GUDS official issues a standard notice indicating the shortcomings found and the deadline for their correction. At the same time, the GUDS official informs the applicant about the termination of the examination of the procedure for issuing the residence card, in case the shortcomings found are not eliminated within the established deadline.<\/span><\/p>\n

<\/p>\n

In order to ensure a decision on the case, the executor (official)<\/strong> checks the available\/necessary information regarding the foreigner as well as the applicant, through various databases managed by IGM.<\/span><\/p>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n

c) Long-stay visa issued in accordance with the legislation of the Republic of Moldova or,<\/strong> where applicable, a valid residence permit issued by an EU Member State or a Schengen Agreement Member State;<\/span><\/p>\n

d) Civil status documents confirming the family relationship, <\/strong>or contracts and other evidence regarding dependency status in the case of extended family members, translated into Romanian or English and legalized or apostilled, unless otherwise provided by international treaties to which the Republic of Moldova is a party;<\/span><\/p>\n

e) Copy of the residence card confirming the stay of the EU citizen\u2019s family member on the territory of the Republic of Moldova;<\/strong><\/p>\n

f) Criminal record certificate issued within the last 6 months by the authorities<\/strong> of the country of origin, translated into Romanian or English and legalized or apostilled, unless otherwise provided by international treaties to which the Republic of Moldova is a party. If the EU citizen\u2019s family member has legally resided for at least two years in a country other than the country of their citizenship, they must also submit a criminal record certificate issued by the authorities of the country of residence, as well as a document confirming the right of residence.<\/span><\/p>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n
